Advise the State Authority on water management for the State, particularly concerning legislation, usage, development, restoration, management and supervision of water resources in a sustainable and optimal manner for the benefit of all parties and water resources;

Advise the State Authority on water resource policy and planning regarding, but not limited to, methods and measures to be taken to build, conserve and manage sustainable development, efficient usage and restoration of water resources for public purposes;

Build, implement and promote infrastructure projects for water resource purposes;

Regulate and control water transfer between basins or between states;

Develop and implement guidelines, performance standards, procedures and assessments related to management, usage, conservation and restoration of water resources;

Coordinate relationships of various agencies within the State and between states and promote cooperation and coordination for multi-functional water resource usage;

Adopt and implement any appropriate policies, plans and programs as directed by the State Authority.

conduct research relating to the management, efficient use, development and conservation of water resources and the resources therein;

provide an integrated water resources management plan between Public Authorities and all stakeholders;

managing the balance of water resources that takes into account the quantity and quality of the resource;

advise State Authorities on economic development based on water resources;

provide training and establish training facilities related to the functions of the Board;

advise the State Authority regarding the declaration of designated and protected areas, and formulate and implement development plans and management plans for such areas;

safeguard the interests of the State in matters relating to the development, management, use and conservation of water resources;

manage and control the installation, operation and maintenance of premises and equipment belonging to the Board;

safeguard the interests of water consumers in relation to the quantity, quality and price to be charged for the supply of water resources;

promote the establishment of stakeholder organisations for the Board in the development and conservation of water resources;

issue licences to any Public Authority or person to undertake any activity relating to water resources, and regulate licensees and their activities;

collect fees, charges, contributions, deposits, compounds and any other payments relating to the use, development and protection of water resources;

provide professional human resources in the field of water resources;

carry out enforcement, including investigating any incident, offence or accident occurring on or in connection with any water resource; and

do any other thing which it considers necessary to enable it to perform its functions effectively or incidental to the performance of its functions.

Conduct surveys, carry out feasibility studies and collect information for the preparation of data systems and management plans as well as restoration of any water resources;

Formulate, approve and implement management and development plans for water resources and carry out any related work;

Advise and assist the State Authority in developing and drafting all laws, regulations and procedures with the aim of promoting or conserving the implementation of sustainable water resource management;

Regulate the issuance of licenses under the Enactment;

Formulate, collect and charge fees, charges, contribution levies as may be authorized by the authority in the usage, development and restoration of water resources.

regulate and control any source alteration activity carried out by any person or specified body that affects or has an impact on water resources;

construct, maintain, restore, reoccupy and use any structure, building or works within the boundaries of any water resource;

construct, maintain, repair, restore and rehabilitate any works outside the boundaries of a water resource as required for the protection of its works within the boundaries of any water resource;

advise the State Authority in relation to the transfer of water from and between states;

coordinate the activities of Public Authorities, stakeholder organisations and any person in relation to the management, efficient use and conservation of water resources;

appoint or employ agents, technical advisers, consultants or other persons to manage any matter or enter into contracts for the execution of any work, profit-sharing arrangement or joint venture with any person or body;

acquire by purchase, gift or otherwise, and dispose of or deal with movable property and immovable property and any interest therein, on such terms and conditions as the Board considers appropriate;

do or carry out any act which the Board considers necessary, beneficial or expedient in the performance of its duties;

with the approval of the State Authority, adopt with such modifications as it thinks fit, any regulations, rules, policies, circulars or directions made or issued by the State Government or the Federal Government; and

exercise all functions and powers and perform all duties assigned or delegated to it under or in relation to any provision of this Enactment and any other written law.
